Housing Advisor Senior

Hours: 8:30AM to 4:30PM

Duties and Responsibilities:

  • Under supervision of an Asset Manager, conduct financial reviews of operating budgets, financial statements and monthly operating reports; monitor projects to ensure continued viability; conduct physical inspections and write comprehensive reports on the findings; review proposals and expenditure requests; review requests for rent increases and return on equity; respond to inquiries from tenants, managers/owners and concerned parties; perform other related duties as required.

  • Under supervision of the Assistant Director of Property Management, perform duties related to Section 8, 236, and tax credit monitoring, including compliance with the H.U.D. 4350.3

  • Handbook and other rules and regulations set forth in the Management Manual; ensure that projects satisfy the requirements of re-certification, as well as the electronic transmission through TRACS of all subsidized tenant files

Qualifications:

  • Extensive knowledge of real estate property management procedures.

  • General knowledge of Federal and New Jersey laws affecting multi-family dwellings. - General knowledge of HUD occupancy requirements.

  • General knowledge of accounting procedures and practices.

  • General knowledge of New Jersey building and construction codes.

  • Ability to plan, organize and accomplish multiple assignments simultaneously.

  • Ability to communicate effectively orally, in writing and to listen actively.

  • Ability to maintain a positive work atmosphere in an appropriate manner of behavior that ensures cooperation and effective communication with customers, clients, peers and management.

  • Knowledge of HUD rules and regulations governing tenant selection, eligibility, and the certification/recertification requirements.

  • Knowledge of the Low-Income Housing Tax Credit Program.

  • Knowledge of HMFA statutes and regulations.

  • Ability to perform and analyze mathematical computations.

  • Ability to accurately enter and retrieve computer data, using MS Word and MS Excel
