Manager, IT Relationship Management (Healthcare Management & Analytics)

Description:

Responsible for managing the IT business relationships at a Divisional Director level. Prioritizes Horizon's investment in building capabilities to support and enable business and technology strategies. Ensures the economic return on these investments, and monitors the effectiveness and efficiency of the delivery of the capability building initiatives. Has the end to end accountability for the development and delivery of IT Services across the IT spectrum for the Healthcare Management and Analytics organization.

Responsibilities:

  • Communicates clearly and directs team to meet company, division and team goals and objectives.

  • Conducts performance reviews on an annual basis and administers salaries for the staff.

  • Directs the employment activities of the office that include staffing, development, and training.

  • Ensures staff meets all regulatory requirements and comprehends and complies with best practices, professional standards, internal policies, and procedures.

  • Drives for high quality results.

  • Provides overall direction to the business for IT related services.

  • Directs a team of very experienced IT Business System Analysts who manage the IT/Business relationships across the Healthcare Management and Analytics organization.

  • Assumes the role of the Challenger to help work with the business to make decisions on key IT vendors, relationships and technologies.

Relationship Management:

  • Builds strong strategic relationships with Executive level business leaders

  • Influences business leaders to make key strategic business decisions with capability building integral to their planning and operations

  • Leads and guides business partners in the analysis, selection and implementation of technology and services

  • Works closely with internal IT specialists to ensure commitments can be met and timely delivery of key deliverables

  • Provides feedback on the quality of deliverables to Divisional Information Leaders

  • Maintains knowledge of enterprise business plans and key developments in the industry and among competitors

  • End to end accountability for the on-going development and delivery of IT products and services as they support each functional business area

  • Responsible for Business Analysis functions supporting each key IT Engagement Director

  • Challenges the business to develop the most effective solutions to business problems

  • Provides not only technology expertise, but process and process re-engineering expertise to help drive change in the business and IT

Technology:

  • Directs the development, formulation and implementation of business systems requirements relative to divisional information technology needs; effectively manages to those requirements

  • Assists IT project delivery into the division (e.g. acquire division resources, communicate IT constraints, etc.)

  • Participates in IT PMO management meetings

  • Understands enterprise-wide IT efforts and recommends actions to optimize resources (i.e. combining like projects)

Business

  • Understand the business areas well enough to challenge business decisions and direction as it related to technology investments

  • Responsible for the financial investment in IT for supported area

  • Helps to define investment requirements for the new or increased use of technology for the supported division

Education/Experience:

  • BS or BA degree from accredited college or university

  • MBA or MS degree or equivalent work experience preferred

  • Requires (5) to (10) years professional experience in healthcare

  • Knowledge of Healthcare Management operations preferred. Includes experience with technology related to utilization management, provider network and contracting, pricing, medical policy, quality and other care management domains.

  • Experience with implementation and integration of care management applications including commercially available products and proprietary systems is preferred. Includes experience with ETL (extract, transform, load) and message oriented middleware technologies and architectures.

  • Demonstrated track record of cross functional relationship management

  • Good understanding of the Health Care Insurance business

  • Supervisory experience preferred.

Travel (If Applicable):

  • Occasional Travel to vendor meetings, conferences and other Horizon facilities
